(And even if you're equating a lack of "overly-large, unnecessary" cities with "behind" for some odd reason, a lot of Native American tribes such as Aztecs, Incans, Mayans did have large, expansive cities and civilizations).

I think he's referring to them being hunter-gather slavers reliant on oral tradition, but that's kind of missing the point as far as the American Indian goes, they weren't a homogeneous group with some building large cities and utilizing quality of life improvements like roads and code of laws, while others could be viewed as north americas version of the primate.
