I want a nice classy headshot sketch of a videogame character wearing shades and a little bit of a suit for a friends Christmas.

Human. Not too much work I dont think... It's just ive never seen this character wearing shades.
Best bet would be to look for fan art of the character in question, then get in contact with the person and ask if they're available for a sketch commission.
Also it's bit of a personal preference when it comes to who to pick for commissioning.

I see. Never really done this kind of thing before. Im willing to pay a decent 20 or 30 dollar amount but I dont really want to break the bank. I can provide an image to use as a reference.

Would say that 20-30 is well enough for a sketch of what you're describing. Most of the time you only need to break the bank if you're looking to purchase fullbody images with colours and background.

Basically what you want to do is look for fan art of the character, see any artists that might pique your interest. Contact them on whatever social media they're on and discuss details. References and good description usually works.
Or if you rather not spend any money, you can try your luck on the /v/ or /trash/ 4chan boards in the draw request threads. But there's no guarantee that anyone will draw it or meet the quality you're looking for.

If you are looking to get a physical drawing, go on Etsy. I know one or two people that do that as a side gig on Etsy, just do a bust/sketch and mail it out to the person.

They are reluctant to have me give em anything physical. For now I was thinking I would just give it as a fun gag or a possible avatar.

Any teenager that can draw. Honestly the best prices you'll ever get are from high-schoolers or people living in third world countries. I'd check fiverr or etsy.

I can't think of anyone by name at the moment, but I'll add some to this post if I do.
 
I got some for free not too long ago. Just go on reddit or deviantart and find someone with a fairly small collection of drawings. Praise them honestly. Then just ask for it and offer your price. I asked for free and I got it and ended up making someone's day, just as they made mine.

Agreeing with this, since it's not an OC but an existing character.

Poke around Twitter or Tumblr, and when you find someone who's drawing the character you like in a style you like, check for a commissions post.

If you find an artist who's already looking for commissions it'll be the least awkward interaction, and they'll have their prices listed. If you want an avatar-sized image of that character in a certain outfit, they might be able to repurpose a drawing of theirs that you like already.
