Otoya Yamaguchi. The user, not the actual person. He pretty much was the right wing Android Raptor. The main problem with that game is that it was explicitly developed as gooning material.
There were some interesting mechanics introduced which make it decent as a game, but the story and characters were explicit fan service tailor made to produce erections and parasocial relationships.
Also, why did they turn Yuna, a somewhat conservatively dressed priestess in X, into a scantily clad pop star in the sequel? I was a child who didn't even know what my dick was for yet when I was playing these games and still found that jarring.
