1) catholicism was stil very strong in southern germany and the government would probably have imploded if he tried
2) while allied to the italians, the papacy had finally settled the rome issue with the italian nation in the lateran treaty. This was seen as a major win of the fascist regime and mussolini would not repudiate it easily
3) the intent had always been to have christianity die out slowly within germany, as even in that period it was already in a decline.
What could Hitler have possibly gained by eliminating the papacy? Redirecting vital troops needed to hold off the Allies as they rapidly advanced northwards through Italy to attack a tiny religious state, and for what? Pissing off literally everyone in Italy, Austria, and half of Germany, and then making themselves look even more like the villains to the rest of the world?
