Because why would a corporation pay extra for non braille number pad keys when they could just have all their atms made with braille on the number pad and not have to worry about stocking two types of number pad buttons and trying to figure out the logistics of which ones need braille and which don't?

Essentially because it would be retarded to make their drive through atms specifically hostile to blind people at extra cost to themselves.
