It shows strength, self control, and the ability to control others. Biological speaking these are things that are valuable in a male partner.

Obviously different cultures will value different aspects but strangling can cover multiple.

For example, an average Cuban woman would value the rage/passion aspect as unbridled rage and flying off the handle is considered a masculine behavior, versus somewhere like Ireland where it's more the self control and ability to remain calm and controlled under pressure that is seen as masculine.

Strangling a partner can be seen as both a loss of control and controlled aggression because it allows the male to be agressive, but do so in a more controlled way.

All women want to know that their partner is capable of killing them, but never would. It's like carrying a gun with you, gives you a sense of protection

Same reason people like autoerotic asphyxiation. It enhances sexual pleasure. That doesn't mean it's a good idea to do it because it's easy to kill someone accidentally.

It's totally normal and healthy for women to enjoy the man being dominant during sex, and by "strangling" you don't actually mean strangling, because that would mean they couldn't breathe. What women like is for you to press your fingers on either side of their artery to slightly restrict blood flow, which gives a light-headed sensation but doesn't hurt them or choke them in any way. If you've got a woman that actually wants you to stop them from breathing, THEN you've got a fucked up slut.

There is no safe way to choke/strangle/"restrict bloodflow" to anyone, and especially not to a woman when it's being done by a man (genetic differences, strength differences, duh). Everyone's neck area is fragile, and it only takes less than five seconds for someone to lose consciousness if pressure is applied just right. It isn't hard to do considering the major arteries that are already so easy to fuck around with, and most people who are doing strangle-sex are not going to do it "properly". No, a dude's gonna strangle some chick hunched over her in missionary or doggystyle, get too into the sex, and end up squeezing down on her neck just a little more than he anticipated.

And that's why so many manslaughter charges relating to strangle-sex has been happening within these past few years too.

I believe it also has to do with the neck being an erogenous zone for a lot of people so likely touching, kissing, etc. Provokes an erogenous reaction and the added danger is a thrill for some people
