Why does Norilsk, Russia look like an awesome post apocalyptic city? - And what aesthetic does it belong in?

Norilsk, Russia just looks like a city you would find in a near future post apocalyptic film or game like Elysium or Call of Duty (minus the SJW's). The pollution is so horrible it creates an oddly beautiful weather effect and most trees don't grow within the city. Lakes sometimes turn red for absolutely no reason whatsoever. The weather is so terrible that you only get a few months of above zero temperatures. The city is so far north the Sun doesn't rise from November 30 - January 12 and the Sun doesn't set from May 20 - July 24 with bright nights from May 1 - August 13. The city is a monopoly corporation named Norilsk Nickel that is responsible for all the pollution in the city.

Super controversial take here, but: I actually think it's not that bad. If you notice the photos people always use to show how depressing it is, they're always taken on days with shitty weather. Compare it to how the city looks on days where the weather is somewhat decent:

It still looks shabby, sure, but not the absolute hell hole it appears in some pictures. It's not the city itself or the architecture people find depressing, it's the fact it's decrepit and run-down as well as the fact it's in northern Siberia, a climate that's not exactly pleasant to live in. Anyone who lives there and doesn't find a way to GTFO either tried and actually couldn't make it work or they literally don't care about survival and quality of life.

If nothing else it's less depressing on an architectural level than shitholes like Houston or Phoenix, with their endless stroads, parking lots, and soulless, identikit fast food chains.
