Why don't people who get hanged with untied hands just grab the rope and pull themselves up?

I thought about this for a brief moment today and it popped back into my head now: If you get hanged unwillingly or suddenly decide you wanna live after trying to commit suicide, assuming you have both hands untied and the drop isn't too high, why do they not grab the rope and pull themselves up? This eliminates the pressure being put on the neck and by that extent the airways and arteries, allowing oxygen and blood to get to the brain after a few moments. The best way I could describe it visually is those images of mountain climbers who jam hooks into the mountainsides and climb up a bit, leaving a long cable dangling below them.
 
Isn't the whole thing with hanging from a gallows is that the initial fall breaks your neck? I was certain that was the case. Either way if you're not particularly good at rope climbing it's a huge pain in the ass, plus you're choking, and even if you manage to pull yourself up, the person staging the execution is probably standing right there and will just shoot you or something.
