Would an Indigenous Australian militia be based?

They'd be a big disgrace to the aborigine race
Their boomerangs wouldn't come back

Yes.

They're more athletic than the average American black.

You just have to get to them while they're still children to keep them away from drugs and before a Western diet can make them fat so they grow up to look more like this:

"You brought eight of your children with you to the firing range. You shot three of them immediately. You pissed on the floor then fell asleep in your own piss. When asked to leave by security you invoked dardi munwurro goon magic, whatever that is, I don't think it's real, and shot another two of your children. Thankfully they survived but this is the worst test performance for the Special Ops unit I've ever seen."

"I missed sum of dem?"

how come they never got around to inventing a bow and arrow weapon system like everyone else
We did invent the bow and arrow, but never developed it to be suitable for anything but hunting very small birds or as a range toy for children. Why we never saw potential in it is a pretty interesting question.

Archery never suited aboriginal warfare. There were two ways of doing a war, either you're settling a matter of honour or a territorial dispute, and you line a dozen or so of your best boys up on either side and make sure everyone's ready and brought their best spears and doesn't have any dust in their eyes, and then the elders shout out "Okay, go!" and you fight until one of the mobs elders calls out "Okay everybody stop, somebody got hurt.", and whichever side lost has to concede whatever the dispute as about. You wouldn't want to use bows and arrows for this even if you had them, since everyone starts ten or twenty feet from each other and fights honourably.

Or, the other way of doing aboriginal war is when the other mob's being dishonourable or refusing to concede a fairly-lost battle, or is white, in which case you send your entire mob into hiding while packs of killers sneak around the bush in the dark trying to find each other's camps and murder them in their sleep until one side's all dead or fucked off out of the area. Also not the greatest situation for using bows and arrows over a spear and knife.

tl;dr primitive bows and arrows were only good for peppering massed formations from afar. That's not how aboriginals ever fought.

But American Indian warfare relied on bows and arrows and it was the same way.
