Ya know I swear the OG author of the books retconned him as being some kind of gypsy in a shitty prequel cash grab novel which later became a shitty cash grab movie....hold the phone I will go and check....

Hannibal eats a lot of offal so I don't think he'd have a problem with it. You get sophisticated enough in your dining and you circle around to eating really gross food, whether or not you're a cannibal.

Aren't you supposed to feed snails cornmeal for a while before you cook them, to get the poop out? Or am I thinking about shrimp? There's probably a cannibal equivalent, anyway.

It is quite far tho. Maybe you confuse it with Transylvania (Romania), which was likely author's intention, both end with -ania and are somewhere in the Eastern Europe.
He should've at least made up a Lithuanian-ass name, like Lektėrys or Lektrynas, because Hannibal Lecter, a Lithuanian noble (in the times of WW2) who has a randomly Eastern-European named sis Mischa, doesn't sound quite believable.

Now, as for the question, I've never seen a movie in my life (I also exaggerate sometimes) but if Lecter ate humans to prove his superiority over them and make a point as a superhuman, there's no need to prove anything in case of random gypsies, everyone can see where their place is. To say definitely yes or no, I don't have enough information.
