Tomatoes can be fussy and refuse to ripen if you under or over water them, but especially if they don't get enough consistent warmth and sun. This summer was abysmal - July started out at around 63F, rocketed up to 90F for about a week, and then crashed back down to 63F (with nightly lows of about 55F). It was 80F last week, which was warmer than most of August.
Tomatoes that experience a sudden temperature drop will tend to think it's now Autumn and stop growing or ripening, even if it gets warm again. I've managed to grow some great cherry tomatoes but beefstake or salad tomatoes have been a shitshow for me - there's probably better varieties to use but tbh I generally just grow leaves, roots and peas/beans in containers or raised beds (which is indistinguishable from what Jarrod would be doing - some agriculture project he's got going).
