That's for duration of protection. Safety and efficacy were done last year. Limiting the discussion to the approved US vaccine, here is a description of the Pfizer trial and here is the paper on the results. There are countless independent studies confirming the results, sometimes with much larger populations. Here's a UK preprint with a few hundred thousand subjects during the Alpha period, and a few hundred thousand during the Delta period. Here's a paper from Scotland with over 800,000 Pfizer recipients. Here's a safety update from US regulators with 6.7 million fully vaccinated persons and a few hundred thousand partially vaccinated.

There's no reason to wait another year or two for duration of protection when there's a pandemic happening right now. That would be silly.
