If Phil really believed he had a leg to stand on he'd be much more direct, like when he was talking shit to superhound or twitch.
Instead he just muttered some vague nonsense about an army of trolls conspiring against him running around the shop making fake bank accounts and whatnot and muttered some vague threat about them going to jail.
He knows he can't say anymore but he still wanted to "lay down the law". And he really shouldn't talk about this issue because the more he accuses the trolls the more he implies that he really is wasting his money on useless crap instead of saving for things he needs or he promised he'd deliver on.

If he starts to regularly see streams like this, where hitting any kind of tips goal relies on one person carrying the load (and still not hitting the $150 that he ideally wants), this is going to serve as a MAJOR source of begging, and we're gonna start to see that his family's 'safety' no longer matters so much as he starts having to give / make up more specific details about why he needs money.
