Depression and anxiety are twins. They often feed off each other, or they are the same root problem manifesting in different people in different ways. Just because it is called an antidepressant doesn't mean it's not an anti-anxiety medication. They're the same. It sounds like she's just angling for benzos that will give her a short-term high during a panic attack, but those are much more addictive and will become unnecessary if you take regular serotonin meds like Prozac.

I called animal control (or the local animal authority, I forget their exact name) on someone endangering a dog once and they did follow through. I'm not sure there would be anyone with the authority to actually enter a dwelling and check if no one is home though, it's not like a starving animal can answer the door
