I linked the wrong article earlier. In revisiting the story I realized that I had also overlooked a potential solution to both Tom's & Joe's romantic & sexual issues.
Joe is a trans-9 year old, placing him in Tom's preferred age group, but neatly sidestepping the law, which holds a bigoted insistence on recognizing his physical age while ignoring his lived experience. And Tom demands that others see him as he imagines himself to be and supposedly imagines himself being the children he masturbates to.
