One time, a long time ago, I had to go to the immigration office there. I had scheduled my time. Due to transportation issues, I didn't make it as early as I wanted to. I was still early, but by one minute. They refused to see me, saying they had already processed everyone before me, and since I wasn't available, I would have to reschedule and come back, this time 20 minutes earlier than my scheduled time.

I wasn't late, yet they considered me "late".

Yeah, I have a difficult time believing that they don't have someone there to immediately notify the US Embassy of a death.

If the police were able to confirm the death to a none-relative over the phone within a day, they absolutely could let the US Consulate know within time for the list.
