In my very limited experience, it can be. A couple I'm friends with was denied both a vasectomy and a tubal procedure about 6 years ago, they were both 28 IIRC. The argument being 'you don't know what you want, you cannot make this decision at this time', etc. That was in the Netherlands. But to be fair, they didn't go around shopping for other doctors after, so perhaps they could have found someone willing to do it.

Hirschfeld was gay and Jewish, but he agreed with the Nazis on their theory of race and endorsed scientific racism. If disagreeing with the nonsense he started makes TERFs antisemites, then agreeing with him makes TRAs white supremacists. Sorry I don't make the rules uwu.
