Short version: Because it'd fail horribly.
Long version: You can't just have a bill that pays off your debts, it would be too transparently political. The strongest rue in politics is that the c orruption must be less than the benefit to the voter. The reason why is that when it is not less, it becomes open season to oppose it, tear it down, and use it as fodder down the road. It'd never pass filibuster, the Republicans would gleefully pounce on it as it's a case where the more they obstruct the better they look.
Even the RINOs wouldn't pass up such a gimme in politics.
