The denominator is the total comparable population, so in this case, it'd be 0-39 year olds that were infected with covid.

The total number of people, in the US, aged 0-39 is 50% of the population (according to https://learningenglish.voanews.com/a/study-majority-of-us-population-now-under-age-40-/5532061.html). So that means that would be 165 million. Now, not every one aged 0-39 caught covid, so let's say that the same percentage of people that got it is the same as the rest of the US. Current CDC estimates in July were 25% of the population, but now let's say 30%. So, you take 30% of 165 million, which is 49.5 million. That would be your denominator.

So, it'd be 12,000 / 49,500,000, which is 0.02%.

However, that's missing the whole point, which is that not everyone in the US is aged 0-39, or 0-19. Again, I know thinking of others is a foreign concept to you (your autism makes you lack empathy, so it's not your fault), but some people are either at risk or don't want to lose their loved ones to the virus. You need the denominator to be defined first, which in this case, would be the people aged 0-39 in the US who caught covid. Then, from the denominator, you take the numerator. So therefore, your comparison of the # of deaths aged 0-39 to the entire US population, not all of whom are aged 0-39 or have had covid, is laughably inept.
