Well, 'supposed to' doesn't really fit here. It's three separate bills all vying for the spot. If talking compared to the others, nothing dealing with elections. Climate Change stuff is entirely meaningless promises and payments for things "Research possible technology to maybe...." stuff. Lots of kickbacks, but it's all to either win RINO support or debts that pre-existed 2020. So none of the stuff they really need to get themselves out of their debt. And any other pork they wanted.

It is, in essence, the quintessential pork you always see with the RINOs, and not much else at all.

Theoretically yes. Milwaukee has narrowed to exactly within competitive range (see, exactly ten points) on some polls. Mind, this is on the far edge of competitive and isn't consistently there. But that makes it worth at least putting up a fight to drain and distract from other races.
