The government in this case is simply doing to Phil what the credit card industry is already doing, so yeah, not only will they let him keep this up, when this all invariably goes to shit, the government is still going to be first in line to collect its cut anyway.
I don't have a ton of experience with payment plans since my clients are always competent with their spending. @marlintan might know more but I would think they could lump them together. As for 2020, I think his payments for that were already done and 2021 would be estimate payments
PPB is going to be perpetually paying the IRS interest on back taxes; IRS cares about getting they money, they gonna exist long after PPB's estate is seized for back taxes after his death is my running theory. He has back tax payments from 2018 forward till he dies, is my posit.
In my experience pretty much any large institution absolutely loves payment plans and will go pretty far in working with you as long as you keep trickling in some form of minimum to keep the computer happy.
3% + federal interest rate calculated from 2018 until he got put on that payment plan plus the 2019 will be a huge amount of interest he still has to pay. And knowing Phil, he is probably making minimum payments so it still keeps building. I wonder if the IRS cut him a deal to just add his current tax burdens into the payment plan as a result of the bankruptcy since he was deemed insolvent in court. Obvious speculation though

My guess is dropping it. If he truly wanted to play it, he'd have done so at launch like with lost judgement. Not wait until people gave him money in a form that he couldn't just spend on gacha.

That would be such a scummy move, and that is why he'll probably do it. The only thing that can save it is VERY high po$itivity.
If only someone he knew and sort of trusted, like say the head mod of his dead forum, had some kind of first hand knowledge of hostesses and how they screw you over with expensive bills when you didn't even want to go in there in the first place...but what ae the odds someone like that exists?
