Why would you be target-shooting with m855? Surely it's FAR more expensive than just using FMJ of some sort? Is there actually a meaningful difference in ballistics?

It just sounds to me like you're wasting money.
 
They look like they are just throwing everything they can think of, grasping for straws. No matter if it makes any sence.
 
All comes down to caliber. Is a 223 fired from a rifle more powerful than say a 9mm round fired from a pistol? A 9mm FMJ is more likely going to bounce around someone's cavity than a 223 flying straight through.
.223 from a 16'' barrel is hitting with something like three times the kinetic energy of a 9mm pistol.

.223 also has a tendency to fragment and tumble once it enters a body at high velocities.

This is getting into the weeds though.
