The forms you send the DWP are "PIP1" and "PIP2" - PIP1 is the one you submit to make an initial claim and PIP2 is the one that you get afterwards that makes you go into detail about how your disability affects your life (and if you're already claiming PIP and it's time for your review you basically get another PIP2 called an AR1 which checks your disability hasn't changed, this can be once a year or once every 5 years or once every 10 years, depending on what your disability is). You have to complete the PIP2/AR1 within 28 days, and it can take up to 2 weeks to send it after they receive your PIP1/announce a review deadline. So probably what happened is the PIP1 was submitted/the review date was flagged and the advisor estimated the date of when the PIP2 would arrive and calculated from there, but then the PIP2/AR1 turned up early and so it was counted from 28 days.

You can generally get a PIP2/AR1 two week extension quite easily (it's like 50 pages) but you have to ask for one. If you just see when the form is dated for and it says "you must return this within 28 days" and then ignore that because the advisor estimated the date, and you don't ask for an extension, your claim gets automatically closed. I reckon it's that. My downs syndrome cousin seems to be able to manage it with help, so I'm pretty sure Amy should be able to manage it

Second, without powerlevelling too much I've known a lot of trans women in my life and every single one of them has either raped someone, or has been raped by another trans woman, or cursedly both.
