A swatting involves telling the cops something crazy like you have a hostage to actually make it an issue for the streamer when the police arrive in full force. Boogie just had to answer the door and talk calmly to 2 patrol men.

I know the welfare check really happened, but you have to be a pretty big dick to see that as a malicious act. Most people don't want to talk to the cops or get involved in others people's shit, that's why you hear about crimes with neighbors being like "Oh yeah I heard screams and then gunshots but I assumed they were watching a movie." If someone calls a welfare check odds are they do REALLY care if you're alive or not.
Also can you imagine if you had to prove to the cops that you cared about someone before they'd do a welfare check? "I'm sorry sir, we can't go and check on him unless you have proof that you've been friends for more than two years, otherwise it will be classified as malicious."
