I really hope he ends up going to Harvard for the milk but it would be really bad for his failing mental health and obesity. His best bet is to stay near home and go somewhere less competitive. He freaks out whenever he fails at anything and he is not capable of taking care of himself without his mom's help.

That's because testicles aren't the only organs that produce testosterone in men. Masculinization can be delayed and slowed down but not stopped entirely. Jazz is slowly becoming a man.

21 is just an average for most humans, but there are a few cases when it can happen until 25, albeit rare. At least in males, which Jazz is.
