Big agriculture is absolutely dependent on chemical fertilizers and they pretty much know exact application rates so very little is left from year-to-year in the soil. Can you still grow without it? Yes, but a diminished return of harvest. I contrast that with smaller farms that I grew up working on - a dairy farm, a chicken farm, a horse farm. We never used chemical fertilizers. Not because we were "being organic before organic was cool" but because we had livestock that produced natural fertilizer. Feed in one end and fertilizer out the other. I used to run the manure spreader as part of my daily activity. Our crop fields where mostly corn/silage was grown to feed the livestock were rotated so that a field or two was always fallow (unplanted) and that's where we'd spread the manure for that year, enriching it for the next year.
Cow manure got beat out of the trailer with chain flails and flung everywhere, then disked and plowed into the soil. Chicken manure was much more liquid and had high ammonia content and it got drained into a big tank trailer that had tongs on the back that would plow, inject, then cover it directly into the soil. Pouring it directly on the soil was out of the question because yuck, you could smell it for a mile.
What I describe is how most family farms used to run. It was passed down through generations and was actually very sound from an environmental perspective. Big agriculture has always been very chemically dependent and will remain so due to the volumes they need to produce. Family farms produced enough milk, eggs, pork, beef etc. to meet the needs of their local community or county. But they've all but disappeared and been replaced with big agra trying to feed an entire nation and make a profit while doing so. It's been a disaster in the making for the past 50 years or so, but when big agra fails, who's left to fill the supply chain of the basics? Nobody.

And consider that a significant portion of that will be old and near useless in driving an economy.
Xi, recognizing this as inevitable appears to be trying to consolidate the nation around the Han identity over all else as a method holding things together, even at the cost of economic prosperity.
