Afaik yeah. I don't know where the knife was in the car, but he was trying to get into the car. Had the cop not shot him in the back, we'd be talking about the incompetent police that didn't prevent the murder of those kids by allowing Blake to flee or they'd have shot him as he took a swing at a cop with a knife... and maybe, this would be for the better in the future.
