At this point, I think the foreman is punishing the other jurors by refusing to inform the judge the jury is hung. The jury foreman is by all accounts one of the diehard holdouts. They control questions and notes. Not sure if there is a procedure to replace the foreman, but I presume it’ll happen before long if nothing changes.

Pretty much everything is legal in Wisconsin, as long as it doesn't violate federal law
