Yeah, this is SOP for Section 3 of the 25th Amendment. President knows he'll be incapacitated for a time, sends a written declaration as such, VP becomes acting president, president gets better and sends another declaration, power transfers back to the president. There's no legal authority for the VP to be like "nuh uh I'm president now" and refuse to give up power; the only way to override the president's declaration of capability is during a Section 4 process where Congress or the Cabinet voted to relieve him of duty.
The only way for Kamala to become president right now is if Biden croaks or becomes otherwise incapacitated to the point they can't hide it any longer. That's not beyond the realm of possibility given his increasingly frail state, but with regards to this current situation, she's not gonna be kween today.
Although, can you imagine the chaos if Biden bit the dust? That'd be a hell of a way to end the year.
