The charges will be murder even if he hadn't planned to kill anyone, this is classic "depraved heart/extreme indifference to the value of human life" territory.
Second degree murder, not first degree murder. He had plenty of opportunity to stop so it's not manslaughter. On the other hand, unless they can prove that he planned to attack the parade or had some grudge against a high school band or the Dancing Grannies, there's no grounds for first degree murder.
EDIT: It would also be first degree if he was planning to kill *someone*, not caring who it was, but that would still be difficult to prove.
