I don't know how many of the videos you have seen of the aftermath but the crowd spontaneously organized to help. Everyone hurt had 3-4 people down on their knees acting to save them. Lookouts and a perimeter was set to watch if the guy came back and keep away the ghouls.

They did all this without being ordered to. No screaming yelling arguing or hysterics of any kind. They just went to work.
