I guess some are less strict than others. I've worked in some area charities, and a lot of them require proof of residence, proof of missing rent, proof of job seeking, all kinds of stuff, but that is because they are on the higher end of keeping people housed with rent assistance, so there's quite a bit of paperwork involved. But I think food banks are the low end of gatekeeping because it's easy to restock them. Most places might limit you to a certain number of visits per month. If it's just a church and not a nonprofit, there's less overhead generally and they want to give stuff away.
However, they WILL blacklist people if they think you are egregiously taking advantage of the system and outright lying to get gibs.
