It's Biden's OSHA mandate (executive branch), which was stayed by the federal judiciary (specifically the 5th circuit) when people filed lawsuits alleging the mandate exceeded OSHA's jurisdiction. And now the DOJ is finding a different federal circuit to appeal the ruling. The legislature is literally the only branch of the federal government not involved in this particular story.
