The thing about people who continually rail against the society they're in that appears to be always consistent is that they're utter failures in it. If it is society itself that is to blame, they need do nothing to better themselves, as they are already better than everyone around them. They cloak their personal bitterness and resentment in some noble-sounding justice words, because just admitting they hate society because they suck at it would be too bitter a pill to swallow.

The fact that they are themselves failures and would also be failures in their own utopian schemes eludes them.

Tom is the perfect example of this. There is no society where this worm would be anything other than a problem and a waste of resources.
