You are correct but they also announced those games within a few months of them actually releasing, Skyrim was about 8 months later and Fallout 4 was 6. Bethesda used to at least be good about not announcing things until they had a concrete date but I think the scrabbling to recover all the good will lost with the shitshow known as Fallout 76 has screwed them up something bad.
Skyrim was announced December 2010 at the Video Game Awards I'm pretty sure so it was closer to 11 months with that.
I'd assume them revealing Starfield a year and a half before release has more to do with Microsoft wanting content for E3 than them being worried about backlash from Fallout 76. For how shitty the launch was and how much gamers threw a shit fit, very few seem to give a shit today.
