A criminal charge doesn't necessarily automatically preclude you from employment though it's usually a giant red flag to anyone smart. He also moved states which may also help too.
 
I said job, not high paying jobs. Sometimes you just need a warm body to do menial tasks for minimum wage
I'm in no position to speculate, but I would imagine that when companies hire people with a rap sheet, the managers really watch them closely, off the record. Kind of like people charged with possession of drugs, the manager will be on them if they sniff white out. I bet if Russ so much as drops a hint at a female on the premises they'll drop the tard hammer on him.

I understand that, but I think that anyone sans the most desperate employers wouldn't hire someone with a history of stalking as great as his for any job. Imagine the PR nightmare that would ensue if someone found out that whatever company hired someone with a history of stalking women as long as Greer's that continues to this day and that's before we consider the police report about a fucking kill list and that apparently he broke into a chick's house just to ask her to prom. That's a math equation that will end in a nightmare. Where does this fucker work out of curiosity?

My understanding, and I could absolutely be wrong here, is often there are subsidies and tax breaks for hiring people with records as well as waiving of liability assuming the employer takes reasonable measures. At least that's what my friend who did time for burglary told me when she got a job at Dennys since she had convictions for stealing from previous jobs to pay for her addictions

Well, if The Office (the superior US version) is anything to go by, yes, companies do get bonuses for helping those that have paid their debt to society. There's an episode where a black guy named Martin is transferred over to the main Dunder Mifflin Scranton branch after the Stanford branch closed. The Scranton folks are confused as to why they're suddenly getting tax breaks and other shit. They find out Martin is an ex-con working at Stanford. Hilarity ensues.


Anyways just do a Google search for 'corporate hiring ex cons' and you'll get a lot of info on the practice, just not as funny.

The offenses that make you harder to employ are mostly those that involved assault, theft or abuse of the vulnerable (pet, child, elderly)

Most of the incentives to hire people with a record are for felons, people with multiple misdemeanors have a much much harder time finding employment

The only way I can see him getting any kind of job both due to his skills and history is him threatening to sue them for discrimination because of his disability. Which is also a corporate death sentence.

Normally this is true but you're also thinking of jobs where said person will be a public face or have access to people/people's records behind closed doors or at the least be in some kind of senior position.
Pipsqueak on the other hand is doing bottom rung janitorial work and the like where such liabilities are limited if not outright eliminated. I assure you he's in an eternal loop of mopping up his own drool like one of the old cartoons and that makes him too busy to harass any women other than the ol' creepy stare.
