I feel like they could already do that without a problem but they dont do it because of the whole senpai/kouhai optics. If the kouhai gets 3D before the senpais do it wouldn't "look good". Switching her to JP would rid her of that whole deal even though its only based on a technicality since she is still a Kouhai. I'm trying to think like a dumb Japanese manager and not like an actual normal person. Doubt anyone gives a shit and all of the EN girls have already mentioned that they won't do 3D unless they can all be together.
Yes, that would be optimal but I think they want to limit 3d to be an in-studio type of thing. Special occasions and collabs only.
