This type of transaction has no effect on anyone but the scammer seller and sucker buyer. It's an evolved variant of the "original character, do not steal" nonsense. The people that truly think that saving the image an NFT is using is considered stealing the NFT itself are also dumb, because they are not stealing what the buyer is actually paying for: a digital piece of paper with words on it.
