It's a federal aid program that got started back in July I believe. Every parent with kids gets $300 a month sent to their bank account. The problem is that it'll expire on Jan. 1st if BBB doesn't pass. Manchin wants it gone because of inflation concerns. Pelosi refuses to budge because she considers it to be "leverage" (her words). Now they're at an impasse.

Pretty sure it is impossible to have fully functioning testicles and ovaries, because IIRC they develop from the same structures in utero depending on what hormones are present. This is why true intersex people (and those with sex chromosome disorders who may not display ambiguous genitalia, or whose physiological sex may not match their sex chromosomes) are almost always sterile.
You can definitely have ambiguous genitalia, but it’s always going to lean towards looking like a somewhat deformed vulva with an abnormally large clitoris - and it’ll never be so large that it’s comparable to a typical penis.
