A cursory google search reveals porn, meme accounts, and kitten players (lol look at how many are female vs troons), but not what this person was talking about (no animals on the property just LARPers). It'd take a more devoted Kiwi than me to find them if they even have an online presence.
 
At first I thought this was topsoil building along their fence and I was about to go on a rant about how they think its a good thing they're eroding their soil, but this is arguably worse.

Tumbleweeds are an invasive species, from Russia specifically. A tumbleweed reproduces by shriveling up and tumbling around, dropping up to 200,000 seeds everywhere it goes until it gets stuck against something - the Tranch's fence as you can see here. Tumbleweeds have also evolved specifically to grow in poor soil where no other plant life is capable of living. Gee, that kinda sounds like the Tranch don't it? It's not surprising that these pics are from right after a windstorm because windstorms are exactly the sort of weather that gather hundreds and thousands of tumbleweeds and send them careening towards nearby residences.

Tumbleweeds are also covered in thorns which can harm animals as well as people. It can particularly harm starved alpacas who are being left outside because they don't want to go inside the """barn""".

That probably isn't getting cleaned up. You know how to clean up tumbleweeds? Here's how: you go out with gloves, a pitchfork, a bunch of bags and herbicide. With the gloves and pitchfork you seperate all the tangled up tumbleweeds from each other and place them in the bags so they don't blow everywhere. The herbicide is to (try) to kill all the seeds that have inevitably deposited themselves right up against the fence. Usual disposal method is to break the tumbleweed branches apart and then burn them but I don't know if the Tranch has a county permit to do that.

That, as you can see, is obviously too much effort for them.

Speaking of burning, by the way: tumbleweeds are extremely flammable. All Earl would need to do is set one of those tumbleweeds on fire with a lighter and the whole Tranch would be smoked out.

So what you're saying is that the Tranch has the potential to become a breeding ground for invasive pests, plaguing their local area even more so than they already do with their continued presence. Don't worry though, I'm sure Jarrod's permaculture and mountain walks will fix it.

Not sure what the local government would think of it. If their neighbors have any experience with tumbleweeds, though, they'll probably want the tranchers to get rid of them.

This ain't an HOA. When you get to be a certain kind of boonies rural there is a very live-and-let-live atmosphere. Nobody is a fan of the law snooping around handing out fines. Marvin Heemeyer types are the norm, not exceptions. The problems have to be extremely flagrant and noticeable to mobilize the authorities. Like fly ash pond failure into the town water supply bad i.e. stuff that massively affects other residents.

As long as they keep their Superfund disasters contained to their property nobody is going to do or say shit.

They actually do have a HOA though. It's a bit different than a suburban or urban one, but they are nonetheless under the jurisdiction of a HOA. I don't know the details off the top of my head but it was brought up earlier in the thread somewhere.

A quick glance at it seems to be just filling in the gaps on state law about cattle escaping fences and such. It wasn't really built for this kinda disaster. But it could be.

There's a good amount of stuff that feels like it COULD be trancher related, mostly the new junk rules. According to Custer County records, the trancher's lot number is 39, which does not appear named as a complaint in the minutes.
The association may use different numbering, but it is highly unlikely.
