My experience with commercial contracts in Italy are that you need to send a person to deal with agents or everything is stuck in email hell forever, and whatever laws are on their books are irrelevant if dealing with a foreigner. You also have to respect Italian businesses practices which are very difficult to decipher.

If you don't piss off anyone IN Italy, that might be fine.

All my contracts involved significant physical assets, housed IN Italy. So this may not be relevant.

On an EU-level there is absolute law that all countries have to adhere to (or adjust their law to so to speak), and "guidelines" which they have to "somewhat" adhere to within certain boundaries. Regardless of hate speech, if there are EU laws pertaining as to how banks can pick and choose their customers, those apply everywhere. So if you find a banking related EU law that makes this venture a no-go, all SEPA countries are out, end of story.
