Lets not forget that both Biden and Hillary have "ran for office" specifically to make investigating them politically impossible in the past. The second it became obvious that Dementia Joe had said the quiet part out loud due to a breaking down filter -- bragging in public about blackmailing the Ukraine into not investigating his son for selling access to Obama -- he had no choice but to run. It just coincided with the cabal deciding they needed a puppet and not realizing just how bad off Biden already was.

(I also think Harris -- who is Clinton's hand picked successor, if the rumors are true -- was supposed to be the candidate, but Tulsi minecrafting her on live TV put an end to that, forever.)

And while not appearing on scene, her character was extensively mentioned in the final monologue (added to the play when it's theatrical run got canceled by Covid and had to go straight to TV) where we find out she contracted Covid and convinced a flyover country born young doctor, who considers herself and independent, to vote for Biden so as to voite Trump out of office as her dying wish.
