The one on the right is Kataribe Tsumugu, a JP Nijisanji member who debuted in 2019, streamed three times, and then disappeared without making any further streams. She also left a cryptic final tweet, "菌糸".

She is stilll officially listed as a Nijisanji member, though, which means that she was alive to renew her contract with Nijisanji in 2021 (Niji JP has 2-year contracts). Beyond her being alive we have no idea what happened to her. She's thus become a bit of a meme (especially as her character is that of a ghost).
