Some of the characters are from a europe themed place that's more or less burgerland in terms of ideology in a way the CCP would probably shut anyone else down over but yeah the whole thing is funny. This "Kaeluc" shit is skeevy bt it feels like both sides of this fucking internet war are filled with loons. Diluc and Kaeya are basically step brothers with the lattter being adopted by Diluc's family. No clue where the "english lore only" shit they're screaming about comes from as it seems it's universal in all versions but worded in different ways from what I saw looking into this whole thing Like yeah it's tecnically not incest and they can't make deformed little mpreg incest babbies if that was a concern but like it's still 2 brothers with fire and ice element shit tied to them to showcase their whole brotherly dynamic thing. There's interesting lore surrounding the both of them but these people are hung up whether they should fuck or not. This is society now.
The differences are because in the Chinese version, they don't think of or consider each other siblings. China is real into sworn/blood brothers, which is what Kaeya and Diluc once considered each other but no longer do. In localization, this was changed to brother-brothers. The argument comes up because in the original they never thought of each other as real siblings at all (which would make it not incest), but in other versions they do (which would make it incest.) Kaeya lived with Diluc's family in all versions but afaik was never formally adopted, so it's mostly down to whether or not they consider each other siblings or childhood friends.
They don't really seem to think of each other as siblings in the US version either from what I remember despite being step-siblings due to both being raised by the same people. There's clearly abrother type thing there whether they do or not. I don't think you technically need formal legal documentation for adoption of some baby that got thrown at you in a zelda-ish world. They're still step-brothers either way no matter the wording or what they consider each other family-bond wise. Their interactions are a lot more "sibing rivalry-ish" than "totally not incestual romance-y" in all versions from what I've seen too so anything regarding the topic is straight up twitter fujoshit delusion induced. I kinda wonder if them not considering each other true brothers has anything to do with the fact that Kaeya is literally a descendant of people who's nation was nuked by the gods for creating those warbots and shit. Something will probably be revealed with that whole plotline but none of these people even think or talk about interesting shit like that.
