They aren't children and that's part of the problem. Pre-teens are part child part adult and society should be looking to develop the adult half, which is why many coming of age rituals were at that age 12/13 (Bar and bat mitzvah) and that was also why the original age of consent was 12 too. Teens i.e. 16 and 17 are 100% young adult.
