The bureau responsible for animal cruelty reports in Custer County is the Sheriff's office. So someone has to report it, a deputy has to toddle out and have a look (possibly with assistance from the Bureau of Animal Protection since even healthy alpacas can look fucking weird) and either local law enforcement or the local DA have to file a charge of cruelty/neglect before anything at all can happen.
In theory, they're supposed to check every complaint. In practice, a bunch of heavily armed lunatics in a self made desert with non-commercial animals are going to be way down the list. They're more likely to get pulled for land erosion first.
I used to live by a high school that advertised monthly seminars about opioid addiction and gave out Narcan to whoever needed it.
On CVS's website they have a big, bold text advertisement about how you can get Narcan without a prescription. Penny is probably some level of illiterate judging by the shit he posts, so it could be that "available without an individual prescription nationwide" was above his reading comprehension.
Personally, I don't understand why Penny didn't set up a grift fund for a Lakota person and under their name where the money directly goes to them and not have to be handed to them in an emotional, documented-on-video-for-asspats roundabout. I don't know much about alpacas, but I've been around some great pyrenees, They're smart, affectionate, and capable of causing a ridiculous amount of trouble. Unlike a lot of big fluffy dogs, these aren't dim lay-abouts. A herd of them would be a huge amount of work just on its own.

I don't know jack shit about anesthesia for fixing but I've owned enough animals to know you CANNOT feed your animals before surgery (or yourself if its a human, so that's my idea on COD and why the cats had such a bad reaction) as neutering/spaying is literally the most common procedure done and a full spay can be completed in 20 minuets by a skilled vet.
TL;DR- All of the cats and puppies of the bigger dogs are allegedly spayed. Tranch is still exceptional with animal care even when they have one (1) vet visit.
