Probably Monty Python, Lily Savage or Les Dawson. The whole 'laughing at man dressed as woman' thing makes no sense. As far as I can recall nearly any media that involves this does this at a comedic level; for example Mrs. Doubtfire is all about a man so desperate to spend time with his children that he becomes a nanny and then there's a series of hijinks and jokes. You don't find the humor is Robin Williams disguised as an octogenarian; it's what he does while he's pretending to be a nanny. Setting his costume on fire, pissing standing up, getting hit on...the film even ends with him turning his character into a childrens show.
I want to know what mysterious show LaSmelle is referring to but I'm sure that it's just another false flag to hate on something.
Again, it's what these guys are doing dressed as women that's funny.
