It's true. 100%. But it puts Ralph in the corner of being a deadbeat white trash father if he has visitation but chooses not to. Right now just begging for money to see Xander is all he needs to put of the facade he isn't. Because the journey from Virginia to Cali is enough of a pain in the ass to dissuade him, let alone the horse complaining, the vickers, and the legal troubles Ralph would go through. We know he would never see Xander because he cares, it's because he doesn't want to be seen as a deadbeat father

In an alternate timeline Ralph is fighting a Paternity petition in court claiming Faith is a loose whore who slept with everybody and Xander looks nothing like him. But since they didn't, and they let Ralph off the hook, he gets to spit in their face while they raise his seed.

He would not.

But this would do a few things:
- Definitively prove if the Memphis Micro Peen really is the father of Xander.
- Starts a tab on Ralph that increases every month for the next 18 years. And the Vickerses can make this ever-increasing amount of money all kinds of hell for Ralph without much work. This ain't just a student loan you can tell to F off.
- Puts in rules for visitation on their terms that will already are there in case the Gunt ever has a wild hair up his ass.

If the Vickers really wanted to fuck Ralph over they will wait until the kid is like 12 or 14. Ralph will instantly be on the hook for all those years of child support and the kid will be too old to want to have visitation with someone who is essentially a stranger by that point.

Also, (though I'm not an expert) I think drug testing would only be on the table if Ralph's had previous criminal drug issues or somehow demonstrated that he's a danger to the child because of it.
