Police forces in Europe vary, I am unsure about the likes of Portugal - but in Germany they don't fuck about and they will put you in a cell.

I would guess it's not the same in Portugal, as like other countries with large tourism economies, it will have a fair high degree of tolerance for boozed up visitors. Especially if they are white and English speaking.

In short, I would say this is not a likely occurrence unless he gets violent.
