It is a system of classifying symptoms and behaviours into groups, to then be able to draw on the traditions of treatment that is known to work.

Consider what her definite issues and problems manifest as, and which treatment would suit it. To solve what problem would she go to a doctor?

I don’t like to debate diagnoses, but I’d believe it if she had FAS (and maybe autism), and I think she’d benefit from therapy and treatment. Lots of people never outgrow their immature anything-you-can-do-I-can-do-better phase.
